So far, 2013 has been a very good year for California. First, Gov. Jerry Brown announced a 2013-14 budget that came with a big surprise - an $851 million surplus, the first in nearly a decade. The budget reflects an incredible fiscal turnaround for California from when Brown took office two years ago, when the budget deficit was $25 billion.
